Vs. S. Samuthiram<\/em> (Decided on\u00a0November 30, 2012), a Civil Appeal(No. 8513 of 2012) arising out of SLP (C) No.31592 of 2008 a\u00a0bench of <em>Justice K.S. Radhakrishnan<\/em> and <em>Justice Dipak Misra<\/em>, of Honourable Supreme Court in public\u00a0interest, gave following directions to curb Eve teasing:<\/p>\n<ul>\n<li style=\"text-align: justify;\">All the State Governments and Union Territories are directed to depute plain clothed female\u00a0police officers in the precincts of bus-stands and stops, railway stations, metro stations,\u00a0cinema\u00a0theaters\u00a0 shopping malls, parks, beaches, public service vehicles, places of worship\u00a0etc. so as to monitor and supervise incidents of Eve teasing.<\/li>\n<li style=\"text-align: justify;\"><span style=\"text-align: justify;\">There will be a further direction to the State Government and Union Territories to install\u00a0<\/span><span style=\"text-align: justify;\">CCTV in strategic positions which itself would be a deterrent and if detected, the offender\u00a0<\/span><span style=\"text-align: justify;\">could be caught.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"text-align: justify;\">Persons in-charge of the educational institutions, places of worship, cinema\u00a0theaters,\u00a0<\/span><span style=\"text-align: justify;\">railway stations, bus-stands have to take steps as they deem fit to prevent Eve teasing,\u00a0<\/span><span style=\"text-align: justify;\">within their precincts and, on a complaint being made, they must pass on the information to\u00a0<\/span><span style=\"text-align: justify;\">the nearest police station or the Women&#8217;s Help Centre.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"text-align: justify;\">Where any incident of Eve teasing is committed in a public service vehicle either by the\u00a0<\/span><span style=\"text-align: justify;\">passengers or the persons in charge of the vehicle, the crew of such vehicle shall, on a\u00a0<\/span><span style=\"text-align: justify;\">complaint made by the aggrieved person, take such vehicle to the nearest police station and\u00a0<\/span><span style=\"text-align: justify;\">give information to the police. Failure to do so should lead to cancellation of the permit to\u00a0<\/span><span style=\"text-align: justify;\">ply.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"text-align: justify;\">State Governments and Union Territories are directed to establish Women&#8217; Helpline in\u00a0<\/span><span style=\"text-align: justify;\">various cities and towns, so as to curb Eve teasing within three months.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"text-align: justify;\">Suitable boards cautioning such act of Eve teasing be exhibited in all public places including\u00a0<\/span><span style=\"text-align: justify;\">precincts of educational institutions, bus stands, railway stations, cinema\u00a0theaters, parties,\u00a0<\/span><span style=\"text-align: justify;\">beaches, public service vehicles, places of worship etc.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"text-align: justify;\">Responsibility is also on the passers-by and on noticing such incident; they should also\u00a0<\/span><span style=\"text-align: justify;\">report the same to the nearest police station or to Women Helpline to save the victims from\u00a0<\/span><span style=\"text-align: justify;\">such crimes.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"text-align: justify;\">The State Governments and Union Territories of India would take adequate and effective\u00a0<\/span><span style=\"text-align: justify;\">measures by issuing suitable instructions to the concerned authorities including the District\u00a0<\/span><span style=\"text-align: justify;\">Collectors and the District Superintendent of Police so as to take effective and proper\u00a0<\/span><span style=\"text-align: justify;\">measures to curb such incidents of Eve teasing.<\/span><\/li>\n<\/ul>\n<div style=\"text-align: justify;\"><a title=\"Indian Kanoon\" href=\"http:\/\/indiankanoon.org\/docfragment\/48772166\/?formInput=The%20Deputy%20Inspector%20General%20of%20Police%20&amp;%20ANR.%20Vs.%20S.%20Samuthiram\" target=\"_blank\" rel=\"noopener\">Read Complete Judgment<\/a><\/div>\n","protected":false},"excerpt":{"rendered":"<p>While hearing, The Deputy Inspector General of Police &amp; ANR.
